RSI: entre novos e tradicionais perfis de beneficiários

Abstract

Nos últimos tempos a sociedade portuguesa tem assistido a uma crise económica que tem originado vários obstáculos à vida de indivíduos que possuíam uma vida estável e com trabalho estável que permitia satisfazer as suas necessidades. Uma parte importante destes indivíduos tem qualificações superiores e nunca conhecera a pobreza anteriormente. Com a perda de laços com o mercado laboral, estes indivíduos requereram ao RSI como alternativa para a sua subsistência. Esta investigação tem como objetivo comparar os impactos o RSI teve entre um novo perfil de beneficiários e o perfil tradicional de beneficiários. Para tal, analisámos dois grupos, sendo o primeiro designado de beneficiários tradicionais (baixas qualificações) e o segundo de novos beneficiários (novo perfil). Os beneficiários que serão estudados ao longo desta investigação pertencem ao concelho da Covilhã. Também serão entrevistadas as técnicas que os acompanham, de modo a conhecer as suas perceções relativamente a este assunto e perceber de que modo o RSI tem vindo a ser implementado, tendo em conta a emergência de um novo perfil de beneficiários.

Over the past years, the Portuguese society has witnessed an economic crisis that has created several obstacles to the life of its individuals, who possessed a stable lifestyle with stable working conditions which enabled them to fulfil their needs. A large number of these individuals have qualifications of higher education and never before had experienced poverty. With the loss of the job market, these individuals had to apply for benefit payments (RSI) as an alternative to their livelihood. This research aims to compare the impact that the benefit payments between this new beneficiary profile and the traditional beneficiary profile. For this purpose we analysed two groups, being the first one known as the traditional beneficiaries (low qualifications) and the new one, the new beneficiaries (new profile). The beneficiaries of this study who will be studied during this project belong to the parish of Covilhã. We will also interview the technicians who follow their cases, so as to get to know their understanding regarding this issue in order to understand how the benefits payments has been implemented taking into account the emergence of the new profile of beneficiaries.
